Cass-to-Nebraska City Transmission Project

OPPD plans to build approximately 40 miles of new transmission lines from the Plattsmouth area in Cass County to Nebraska City. The new line will improve the north-south flow of power, creating an additional route for energy transfer in the area, which boosts reliability and system redundancy. It is part of a series of current and future transmission projects aimed at supporting growth and reliability by improving power flow from the Cass County Station. This newest line is the largest OPPD has built since 2016 and will run from OPPD’s Cass County Station to a substation near Nebraska City.

The line will include roughly 10 miles of double-circuit and about 30 miles of single-circuit extra-high voltage lines (345-kilovolt), depending on the exact route. The exact route and mileage will be determined as part of OPPD’s routing, siting and public involvement efforts.

The Southwest Power Pool, the regional transmission organization that manages the transmission system, identified this line as a critical need to support reliability and growth. It also helps OPPD take full advantage of the power generated at our growing Cass County Station and the Nebraska City Station to serve our customers’ needs. As part of this effort, we will expand the substations at Cass County Station and Nebraska City Station, the transmission line’s two endpoints.

Project Purpose and Benefits

This new transmission line will improve reliability in the area by giving OPPD an additional option for transmitting power along north-south routes, boosting resilience when our lines are impacted by storms and other weather events. We will also have the opportunity during this project to replace an aging, eight-mile wooden transmission line nearing the end of its useful life, making that part of our system more resilient to weather.

This project enhances system reliability, supports efficient transmission planning and resource integration across OPPD’s service territory. Staying ahead of increasing customer demand is essential as society becomes more reliant on technology-driven energy consumption.

Online Presentation

As part of our commitment to informing and engaging customers on projects and key decisions, we will host a series of initial public events to introduce the project to the Cass County and Otoe County communities.

OPPD is hosting an online presentation to introduce the project. Our staff will present project information, share our process for routing and siting transmission lines in the community, and provide opportunities to share feedback. Open House Events

After the route network is determined, OPPD will host public open houses in June, in both Cass and Otoe counties. As routes are reduced, additional follow-up open houses will be held in August. The same information will be presented in both Otoe and Cass counties.

Open houses do not feature a formal presentation. Instead, you can stop by anytime between 4-6:30 p.m. and explore a series of stations at your own pace to learn more about the project. The event will highlight key project details and provide an opportunity for you to offer feedback. Our staff will be available to answer questions and share ways to stay informed as the project progresses.
